The store links identify the horror game as Steam app 4897340 and the SolitaryStudios itch.io release. Google Play’s com.creativedevideas.mandatoapp is a separate assistant app. Wiktionary records several language senses of the same spelling; none of those dictionary entries is a game listing.
The game
MANDATO is the first-person chapter by Nest Games and SolitaryStudios. You play Juan, a bartender, in a story about a mayor, a reporter, and a town. It is sold for Windows on itch.io. Steam is listed and not released. English and Tagalog are on the itch.io page.

Wiktionary records mandato in Italian, Portuguese, Spanish, and Esperanto with senses such as mandate, order, or term of office. It also records the Tagalog noun meaning mandate, borrowed from Spanish. English uses mandate for the related idea, and Wikipedia’s Mandate page distinguishes several unrelated uses.
